Biographical note

Dr. Naveen Garg is the Senior Principal Scientist and Head of Physico-Mechanical Metrology Division at Council of Scientific & Industrial Research (CSIR)- National Physical Laboratory. He also serves as a Head of Acoustics and Vibration Standards, working in the field of Acoustics and Vibrations for the past 20 years and is also serving as Professor, Faculty of Engg. Sciences, Academy of Scientific and Innovative Research (AcSIR), Ghaziabad. He is a mechanical engineer specializing in machine design, vibrations and acoustics, and measurement science, and he is working on developing and upgrading primary standards of sound pressure and vibration amplitude and R&D in applied acoustics. He has a Doctorate in Mechanical Engineering from Delhi Technological University, Delhi, and M.Tech in Machine Design from IIT Delhi. He has been involved in many consultancies and sponsored projects about Environmental Impact Assessment studies in respect of noise and vibration for government bodies like the Central Pollution Control Board (CPCB), Archaeological Survey of India (ASI), Delhi Metro Rail Corporation (DMRC), Bangalore Metro Rail Corporation Limited (BMRCL), etc. He has published many papers on acoustics and vibrations in national and international journals. He has been actively involved in the Key Comparison exercises in Acoustics and Vibration metrology with other National Metrology Institutes (NMIs) of the world that has led to the publishing of Calibration & Measurement Capabilities (CMCs) of CSIR-National Physical Laboratory (NPL), India, in International Bureau of Weights and Measures (BIPM), Paris Key Comparison Database (KCDB). He has been Managing Editor ofMAPAN-Journal ofMetrology Society of India published by Springer and a reviewer of many international journals. He has enormously contributed to evaluating, analyzing, and controlling noise pollution. He was awarded the APMP Iizuka Young Metrologist Prize for Developing Economies by the Asia Pacific Metrology Programme (APMP) Secretariat, Japan, in November 2017 for his notable contributions to acoustics and vibration metrology. He has been a member of various national and international committees associated with noise and vibration issues and Building Acoustics. He has been the author of two books on noise control published by Springer Nature, Switzerland, and Lambert Academic Publishing House, Germany.

 

Dr. Chitra Gautam, Principal Scientist, Acoustics and Vibration Standards in CSIR-National Physical Laboratory, New Delhi, working in the field of building acoustics, acoustics and vibrations for the past 4 years. She is an Instrumentation Engineer and previously worked with CSIR-Central Electronics Engineering Research Institute, Pilani. She has worked for 9 years, with R&D experience in machine learning, Internet of Things (IoT), and large-electronics. She has also worked as a Lecturer for 1 years at National Institute of Technology (NIT), Kurukshetra, India, and 2 years as a project research fellow at CSIR-Central Electronics Engineering Research Institute (CEERI), Pilani. She has a doctorate in instrumentation from Gauhati University, Guwahati. She has been involved in many government, consultancy, industry, and sponsored projects about environmental impact assessment studies concerning water quality measurement, freshwater fish aquaculture, air quality measurement systems, building acoustics and noise and vibration for government bodies like the Department of Science and Technology (DST), India, and the Central Pollution Control Board (CPCB), India. She has published many papers in national and international journals and conferences in air quality, water quality, machine learning and deep learning, food processing, and acoustics and vibrations. She is a reviewer of many international journals and conferences and contributes to evaluating, analyzing, and controlling noise pollution. She has been a member of various national and international committees associated with noise and vibration issues and Building Acoustics. Dr. Shanay Rab is a lecturer at the School of Architecture, Technology, and Engineering at the University of Brighton, United Kingdom. He is a Mechanical Engineer with a master’s in Machine Design from the Indian Institute of Technology (ISM), Dhanbad, India. He earned his Ph.D. in pressure metrology and mechanical system design from Jamia Millia Islamia in collaboration with the CSIR-National Physical Laboratory, New Delhi, India. He has published over 90 scientific research papers in prestigious journals, including Nature Physics, Measurement, Review of Scientific Instruments, Journal of Engineering Manufacture, Journal of Metrology Society of India (MAPAN), Journal of Scientific and Industrial Research (JSIR), Indian Journal of Pure and Applied Physics (IJPAP), etc. He is an Associate Editor for MAPAN: The Journal of Metrology Society of India. He is a committee member of the British Standards Institution (BSI) in the manufacturing sector. He was also recognized among the top 2% of scientists worldwide in 2024 by Stanford University and Elsevier. His research interests span various topics, including manufacturing processes, machine design, pressure and force metrology, quality infrastructure, finite element analysis, and additive manufacturing. He is also actively engaged in science communication.

 

Dr. Meher Wan is a scientist at CSIR-National Institute of Science Communication and Policy Research, New Delhi. He did his Ph.D. from the University of Allahabad and was an Institute-post doctoral fellow at IIT-Kharagpur. He has been actively involved in setting up a Micro/Nano-Robotics and Fabrication Facility at the Advanced Technology Development Centre, Indian Institute of Technology-Kharagpur. He had played a key role in making the facility’s design, from pre-installation preparations to installations of sophisticated instruments. He has expertise in electron microscopy, micro- About the Editors nano-fabrication technologies like Focused Ion Beam lithography, Electron beam lithography, Two-photon polymerization-based 3D lithography, and microrobotic manipulation. He is a member of executive councils of different scientific societies. He is a member of the Indian National Young Academy of Sciences (INYAS), a young body of the Indian National Science Academy, Delhi.

 

Dr. Ravinder Agarwal is a professor in the Electrical and Instrumentation Engineering Department at Thapar Institute of Engineering & Technology, Patiala. He did Ph.D. from H.P. University, Shimla, and carried out research work at CSIR-National Physical Laboratory, New Delhi. He has more than 30 years of teaching and research experience. Till now, he has guided 22 Ph.D. and more than 33 dissertations to ME/M.Tech/MDS students, more than 140 research publications in SCI journals, and 250 publications in national and international conferences. In addition to these publications, he has six book chapters in Springer and Taylor & Francis. Dr. Agarwal has completed seven research projects of the government of India funding agencies (Department of Science & Technology (DST), All India Council for Technical Education (AICTE), Indian Council of Medical Research (ICMR), Defence Research and Development Organisation (DRDO), Department of Electronics and Information Technology (DeitY), etc.) worth Rs. 2.5 crore. He receives the Best Teachers Day Award (2010) from Lions Club Patiala and Dr. M. Pancholy Award (2017) from the Ultrasonic Society of India on Advances in Ultrasonic & Materials Research. Also, he has received a professional incentive scheme (PIS) many times in the institute. He is a Fellow Member of Institution of Electronics and Telecommunication Engineers (IETE), Institution of Engineers (I), Metrology Society of India, Ultrasonic Society of India, and a Life Member of the Instrument Society of India. His current research areas include biomedical instrumentation, sensors, soft computing, characterization of biological materials, and environmental monitoring instrumentation.

 

Prof. (Dr.) Sanjay Yadav obtained his master’s degree in science (M.Sc.) in 1985 and his Ph.D. in Physics in 1990. Presently, he works as Editor-in-Chief (EIC) of the MAPAN: The Journal of Metrology Society of India. He is also the Vice President of the Metrology Society of India (MS), New Delhi, and Vice President of the Ultrasonic Society of India (USI), New Delhi. He is the Former Chief Scientist and Head of the Physico Mechanical Metrology Division of NPL and a Former Professor at the Faculty of Physical Sciences, Academy of Scientific and Innovative Research (AcSIR), Human Resource Development Group (HRDG), Ghaziabad. He has taught “Advanced Measurement Techniques and Metrology” courses, taken practical classes, and supervised graduate, master, and Ph.D. students since 2011. He has received several awards and scholarships, and he has a national and international reputation. He has significantly contributed to pressure metrology, biomedical instrumentation, ultrasonic transducers, and instrumentation systems. His current research interests include research and developmental activities in physicomechanical measurements; establishment, realization, maintenance, and upgrade of national pressure and vacuum standards; dissemination of national practical pressure scale to users through apex level calibration, training, and consultancy services; inter-laboratory comparisons, proficiency testing program and key comparisons; implementation of quality system in the laboratory as per ISO/IEC 17025 standard and finite element analysis (FEA) and Monte Carlo simulations for pressure balances. He has published over 450 research papers in national and international journals of repute and conferences, 20 books, 14 patents, and copyrights, supervised eight PhDs (another five in waiting), and drafted several projects, scientific and technical reports, documents, and policy papers.
