Biographical note

Joachim Krause has been a Research Associate at the Foundation for Science and Policy in Ebenhausen, near Munich, and currently also serves as Advisor to the Delegation of the Federal Republic of Germany to the Conference on Disarmament in Geneva. In 1982 he received a Ph.D. in Political Science from the Free University of Berlin. Dr. Krause has written extensively on arms transfers to the Third World as well as superpower-Third World relations. His work also covers arms control issues such as chemical disarmament, confidence-building measures and conventional arms control. This paper was written while he was a Resident Fellow at the Institute for East-West Security Studies, 1986-1987.
