Biographical note

Anuj Bhatnagar is currently working as Senior Director and Head of the Management and Systems department, Bureau of Indian Standards. He has more than 33 years of experience in standards formulation (in the field of Management and Systems), product and system certification, auditing and laboratory management of testing and calibration laboratories in the National Standards Body of India, i.e., Bureau of Indian Standards (BIS). Out of these, more than 13 years have been spent in certification (product and system), around 15 years in Testing and Calibration Laboratory, 2 years in standards formulation, and 3 years in administrative and support activities like publication, planning and coordination/ vigilance. He has expertise in Product Certification, Quality Management System certification, Laboratory Management Systems; faculty for Laboratory Management Systems, ILC/PT & ISO 17043, and Uncertainty in Measurement. He has coordinated and developed many training programs for professionals on these topics successfully and trained more than 1000 industry professionals (national and international) in these topics. Audited many organizations (more than 20) as per ISO 9001 and carried out more than 100 audits as per ISO/IEC 17025 for National Accreditation Board for Testing and Calibration Laboratories (NABL) and BIS. He has authored several papers and two books related to Measurement Systems, developed “a criteria for variation in the inter-lab QA tests,” and established the National Mirror Committee of ISO REMCO in India.

 

Dr. Sanjay Yadav, former Chief Scientist and Head of Physico-Mechanical Metrology Division & Professor, AcSIR, Faculty of Physical Sciences at CSIR-National Physical Laboratory (CSIR-NPL). Presently, he is Vice President, Metrology Society of India, New Delhi, and Vice President, Ultrasonic Society of India, New Delhi, India. He has also contributed in several national and international advisory boards/committees like International Measurement Confederation (IMEKO), Asia Pacific Metrology Programme (APMP), International Bureau of Weights and Measures (BIPM), BIS, National Council of Educational Research and Training (NCERT), Fluid Control Research Institute (FCRI), etc. Prior to joining CSIR-NPL, India, he has worked for more than 7 years as a Project Officer in the Science and Technology Department, Haryana Government for the implementation of various rural development programs. He has more than 500 research publications to his credit in national and international journals of repute, books, monographs, popular articles, reports, conferences, seminars, and workshops. He has also contributed in the participation of various international key comparisons, viz. APMP. M.P. K13 (50–500 MPa), 2011–2015; CCM.P-K13 (50–500 MPa), 2009–2012; CCM.P-K8 (50–500 MPa), 1997; APLAC Interlaboratory comparison (0–50 MPa), 1998; APMP.M. P-K7 (10–100 MPa), 2002; and CCM.P-K7 (10–100 MPa), 2004. He has also coordinated seven proficiency-testing programs sponsored by NABL, India, for Indian-accredited pressure laboratories. He is the recipient of research scholarships from the Ministry of Home Affairs, India (1986); CSIR, India (1988); Col. G.N. Bajpayee Award of Institution of Engineers, India (1989); Commendation Certificates from Haryana Government (1991 and 1992); JICA Fellowship of JAPAN (1998); Commendation Certificates from SASO, Saudi Arabia (2003); and APMP Awards for Developing Economies (2020). He is also qualified Assessor for laboratory accreditation as per ISO/IEC 17025 (2017). He is also working as Chief Editor of MAPAN: The Journal of Metrology Society of India. He is a Fellow member of Metrology Society of India (MSI), Ultrasonics Society of India (USI), Instrument Society of India (ISOI), Vigyan Bharti, etc. He has visited Laboratoire national de métrologie et d'essais (LNE), France (1998, 2014); National Metrology Institute of Japan (NMIJ), National Institute of Advanced Industrial Science and Technology (AIST), Japan (1998–1999) and National Measurement and Calibration Laboratory (NMCL), Saudi Standards, Metrology and Quality Organization (SASO), Saudi Arabia, 2003; Research and Development Center for Calibration Instrumentation and Metrology (KIM-LIPI), Indonesia, 2014; Bhutan Standard Bureau (BSB), Bhutan, 2016; and Standard and Industrial Research Institute of Malaysia (SIRIM), Malaysia, 2017, on official deputations. Specialties: He has significantly contributed to the field of pressure and ultrasonic metrology, the establishment of national pressure standards, dissemination of national practical pressure scale to users, interlaboratory comparisons, proficiency testing program and key comparisons, biomedical instrumentation, ultrasonic transducers, and instrumentation systems.

 

Prof. Venu Gopal Achanta obtained his MSc from Central University, Hyderabad, PhD (physics) from Tata Institute of Fundamental Research (TIFR), Mumbai, and PhD (Electronics) from Tokyo University. He is currently Director of CSIR-National Physical Laboratory. He is on lien from Tata Institute of Fundamental Research, Mumbai, where he is a Professor. His research interests are in the application of nanophotonics to single photon metrology including single photon emitters, and detectors and detection methodologies. He has over 150 journal publications. He is a fellow of Indian National Science Academy, and honorary fellow of Metrology Society of India. He is elected to the International Committee for Weights and Measures (CIPM). He is on the executive committee of Asia Pacific Metrology Program (APMP) and President of Optical Society of India (OSI) as well as Metrology Society of India (MSI).

 

Dr. Ulrich Harmes-Liedtke is an economist with a PhD in economics and political science. He is a researcher and expert on quality infrastructure and sustainable development and a founding partner of MesopartnerParG (Germany). Since 2004, he has been providing consultancy services to quality infrastructure actors in many countries in Africa, Asia, Latin America, and the Caribbean on behalf of German and international cooperation institutions (Physikalisch-Technische Bundesanstalt (PTB), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), International Trade Centre (ITC), United Nations Industrial Development Organization (UNIDO), and the World Bank). Within this framework, Dr. Ulrich provides consultancy to governments on national quality policies. He also co-developed the Calidena method, a gap analysis for quality infrastructure services in value chains. Dr. Ulrich is a visiting researcher and lecturer at the Technical University in Berlin and promotes the Global Quality Infrastructure Index (GQII). He is dedicated to creating content with an academic and scientific focus and regularly shares his knowledge on the blog QI4D.

 

Dr. Shanay Rab is currently a lecturer at the School of Architecture, Technology and Engineering, University of Brighton, United Kingdom. He is a Mechanical Engineer, obtained his master’s from the Indian Institute of Technology, Dhanbad, India, with a specialization in Machine Design. He has obtained his doctorate degree from Jamia Millia Islamia and CSIR-National Physical Laboratory, New Delhi, India, in the area of pressure metrology and mechanical system design. He has published more than 60 scientific research papers in reputed journals like Nature Physics, Measurement, ReviewofScientific Instruments, Journal of Engineering Manufacture, Mapan, Journal of Scientific & Industrial Research (JSIR), Indian Journal of Pure & Applied Physics (IJPAP), etc. He is also working as Associate Editor of MAPAN: The Journal of Metrology Society of India. His research interests include Manufacturing Processes, Machine Design, Pressure/Force metrology, Quality Infrastructure, Finite Element Analysis, and Additive Manufacturing. He is also actively involved in science communication.
