David Potter is a professor of political science in the Faculty of Policy Studies, Nanzan University, Nagoya, Japan. He is the author of Japan's Foreign Aid to Thailand and the Philippines and co-author of Media, Bureaucracies, and Foreign Aid.Hyo-Sook Kim is a Visiting Lecturer at Kansai Gaidai University, Osaka, Japan.
